In a bowl take grated cabbage, onion, carrot, green chilli, salt, chilli powder, turmeric powder, mix well and keep it aside for 20 minutes.
Add all-purpose flour, corn flour, rice flour and mix well with hands.
Divide into small ball and form dounut shape.
Heat few tablespoons of oil in a shallow pan.
Fry the fritters until golden brown and crisp from both the sides.
Serve hot with chutney or sauce.
Garnish it with tadka.
